These papers relate chiefly to Budlong's position as chairman of the Albany, New York District of Brotherhood of Locomotive Engineers, (BLE), New York Central Railroad Company. The files include correspondence and reports covering a multitude of issues relating to the jobs and problems of the locomotive engineers. For example, there are files related to job assignments, vacation, work rule violations, back pay claims, as well as health and safety issues. Other issues documented concern miles run by engineers monthly in freight and passenger service and related problems especially with engineers exceeding the maximum; investigations of derailments, wrecks, and yard accidents.
